The tower at the center of Shinsekai, with a general observation deck, a golden deck on the 5th floor with the Billiken statue, and an outdoor deck on the roof. The tower has timed entry, which you book online or at the counter.
Insider tip
The general deck costs ¥1,500 for adults and ¥800 for children 5 to 14. The outdoor deck is sold only as a set with the general deck. Entry is by timed ticket, and evening slots can sell out, so book online. Prices are higher from 30 December to 3 January (adults ¥1,800).
What the guides say about Tsutenkaku
Shinsekai dates to 1903 and centres on Tsutenkaku, which has timed entry. Covered Janjan Yokocho holds kushikatsu and doteyaki restaurants. Spa World is the place for a bath. In Tennoji, Shitenno-ji is free in its central area on the 21st and 22nd of each month, and Keitakuen Garden is closed on Mondays. The Harukas 300 Observatory has a glass corridor on the 60th floor.
Tennoji and Shinsekai suit travellers who want old Osaka, with Shitenno-ji, Tsutenkaku and kushikatsu counters nearby. Osaka Bay makes sense only if you're coming for Universal Studios Japan or the Osaka Aquarium Kaiyukan, because it's away from the rest of the city.

Fried skewers under Tsutenkaku and a bath open all night
Shinsekai is a downtown district around Tsutenkaku whose origins go back to 1903 and the Fifth Domestic Industrial Exposition. The streets below the tower are loud with signs, including a giant pufferfish lantern, and the area is built around fried skewers. Late afternoon is when most shops are open.
